Liquefied Natural Gas Financial & Economic Modelling

The Challenge

A provincial government was working with multiple international energy companies regarding the development of natural gas resources and liquefied natural gas (LNG) facilities in the province. 

The province engaged Deetken to serve as financial lead in the negotiations as well as to provide economic and financial modelling analysis in support of internal government decision-making and facilitating discussions with proponents.

Our Approach

Conducted a detailed study on LNG competitiveness in Canada versus the U.S. Gulf Coast which resulted in regulatory and legislative changes at the federal and provincial level.

Built a complex financial model to assess the competitiveness of LNG in collaboration with the province, the Federal Government and LNG proponents, incorporating dozens of levers and iterations of those levers, and trained provincial and government staff on how to use the model. 

Served as financial lead on negotiations on issues between the government and multiple proponents on issues ranging from taxation, carbon emissions, and electricity supply-cost. Deetken worked with the government to support the public interest, and to support First Nations economic participation.

Outcome

Our economic and financial model set the benchmark for the quality of analysis in assessing the competitiveness of large energy infrastructure projects in the province.

As financial lead in the negotiations, Deetken enabled the government to have an open dialogue with proponents and reach a conclusion in an effective and equitable way.
