Universal Child Care Funding Model Design

The Challenge

As part of a national mandate, a province was transforming the child care system to provide affordable, quality, accessible and inclusive child care to families. 

The ministry engaged Deetken to design a new child care system, develop a funding model and governance processes, and to support early implementation of the system in the province.

Our Approach

Deetken conducted a comprehensive baseline of the current child care system and systems in other provinces and countries to inform possibilities for the child care system and funding model. This analysis included analyzing the range of business models found in the child care system, including services, staffing, facilities and cost structures. 

Working with ministry leaders and industry participants, we developed key program specifications including core services, eligible expenses and identified policy decisions for ratification.

We analyzed current costs to deliver licensed child care operations in the province and developed funding model options and cost projections for each option, analysing the impact of dozens of important policy decisions that could influence accessibility, quality, inclusion and sector stability.

Outcome

The funding model and financial modelling options we developed helped the ministry make key decisions around the design and funding of the transformed child care system, and has paved the way toward making affordable child care a reality for hundreds of thousands of children in the province. 

Deetken continues to work with the ministry to support early implementation of the new system.
