Deetken is Celebrating 20 Years of Excellence

Twenty years ago, an economist and two engineers, both with backgrounds in management consulting, launched Deetken Insight with one core belief: analytical rigour can help organizations make better, more well-informed decisions. Two decades later, that belief has carried Deetken from a small Vancouver consultancy to a team of 50+ professionals serving 100+ clients across nearly 20 industries, with a presence spanning seven provinces and territories.

Building the Team

Co-founders André Powell and Samir Shah built the firm from the ground up. André brought financial and economic clarity to complex public sector decisions, while Samir brought deep expertise in business strategy and organizational transformation. Shortly after, Frank Catala joined as a Partner, strengthening Deetken’s capacity in strategic and financial advisory for transformational change, with particular depth in healthcare and public sector modernization.

Julian Whike joined the partnership in 2020, bringing experience in operating strategy, economic impact analysis, and performance measurement. In 2022, Dara Frere joined as a Partner, strengthening Deetken’s senior leadership in public-sector strategy, engagement and facilitation. She brings more than 20 years of public- and private-sector experience helping leaders set direction and navigate complex change.

Most recently, Shannon Malovec joined the team in 2025, bringing a proven track record in digital health strategy, clinical technology implementation, and health system transformation.

Around these partners, Deetken has assembled a multidisciplinary team of principals, senior associates, associates, and specialist consultants. Today, team members are based across British Columbia, Alberta, Yukon, Saskatchewan, Ontario, Manitoba, and Nova Scotia, bringing local knowledge and on-the-ground presence to engagements.

Deetken has always been about helping clients transform how they work, redesign services, and make sense of data.

Over two decades, the firm’s capabilities have grown alongside our clients’ evolving needs. Today, we provide a broad array of strategic advisory services from strategy and transformation support to procurement and deal strategy to economic and financial analysis and modelling to change management, project management and implementation support. More recently, we have partnered with Cypress AI, a pioneer in artificial intelligence technologies, to offer cutting-edge AI services and expertise to Canadian governments and businesses.

That depth is reflected in the breadth and complexity of our work. In the energy sector and natural resources sectors, Deetken has spent over a decade delivering financial and economic modelling, policy analysis and strategic advice across LNG, electricity generation and transmission, regulated utilities, greenhouse gas policy, mining, and land and resource development to help government decision-makers assess competitiveness, fiscal returns, ratepayer risk and long-term impact at a provincial and national scale. In social services, we have spent nearly a decade redesigning programs, funding models, and service delivery across child care, child and family services, community living, and employment supports. That work has included designing a provincial universal child care funding model, with cost projections, program specifications, and governance processes that paved the way toward affordable child care for hundreds of thousands of children; supporting a $10-a-day child care transformation in another jurisdiction; transforming specialized homes, children and youth with support needs programs, and related child and family services; evaluating home sharing and respite for people with developmental disabilities; and modernizing employment and community partnership programs.

Healthcare has been a core practice area since Deetken’s foundation in 2006. For 20 years, Deetken has supported Canadian health ministries, health authorities and agencies from strategy through implementation. Recent work includes designing multi-year digital and virtual health programs; developing funding, costing and investment models for long-term care, renal services, public laboratories and cancer system planning; and conducting operational, workforce, procurement and policy reviews for regional health authorities, Indigenous health organizations, provincial health insurance operations and rural and remote physician programs.

More recently, Deetken has expanded into the policing and public safety sectorwith the addition of several former police leaders to our team. We partner with police services, boards, governments and communities to help solve strategy, operational, workforce and technological challenges in an ever-evolving public safety landscape.

Expanding our Reach

What started as a Vancouver-based consultancy has grown into a truly national practice.

Deetken’s earliest work centred on provincial government ministries, Crown corporations, and agencies in British Columbia. As the firm’s reputation grew, so did the calls from beyond BC’s borders. Work with municipal, provincial, territorial, and federal organizations has extended Deetken’s reach across British Columbia, Alberta, Saskatchewan, Ontario, Manitoba and Nunavut.

In April 2024, Deetken opened a second office in Victoria, bringing the team closer to many of our BC government clients.
Today, Deetken serves municipal, provincial, and federal governments alongside Crown corporations, agencies, post-secondary institutions, non-profits, and private sector clients. Across 500+ client engagements, the common thread is work that demands rigour, collaboration, and real impact.

Looking Ahead

Deetken’s next chapter builds on the foundation of the last twenty years while embracing what is still taking shape: expanded work in healthcare services, the launch of our policing and public safety practice, and continued growth across Canada.
